One-On-One and Small Group Support

Facilitation services for adults with accessibility needs who want to participate in the City’s Recreation and Culture programming and access their services and facilities

  • IS support is FREE! (not including admissions and registration fees)
  • Open to anyone with a disability in Thunder Bay 18 years of age or older
  • To apply, fill out an intake form

Join Us This Spring For One-On-One Support

Facilitating the inclusion of Children & Youth with disabilities in the Recreation & Culture Divisions’ Programming

  • JIS support is FREE! (not including registration fees)
  • A site or virtual visit will be conducted prior to the start of support
  • To initially apply for JIS, complete a Participant Intake Form
  • The Spring AND Summer Request Lists for support are opening on Feb 25/24. Please contact us prior to registering for a program.

  • Neighbourhood Recreation Program
  • Youth Move (10-18)
  • Adventurers Camp
  • Kidventures
  • Chippewa Summer Camps

For information on our 4U series please contact us or sign-up for our program waitlist! 4U programs offer small group support with 2-3 JIS staff instruction, adapting, and supporting. PSW’s, parents/guardians and siblings are welcome to support 1:1 at the program as well.

PAL Card logo

The Personal Attendant for Leisure (PAL) Card is issued to a person with a disability, enabling their support person access to a facility that accepts the PAL Card, at no cost.

The PAL Card is accepted at City of Thunder Bay recreation programs and recreation facilities, as well as a number of private recreation facilities in the community. Email us for an up to date list.

Financial Assistance Programs

PRO Kids

PRO Kids makes it possible for children and youth to get involved in activities when families cannot afford the fees.

Affordable Access to Recreation and Transit

Need help with fees for recreation and transit?

The Affordable Access Pilot for Recreation and Transit provides eligible applicants with a credit for City of Thunder Bay recreation programs and Transit passes at a reduced cost.

General Eligibility

  • You live in the City of Thunder Bay
  • Have income at or below income limits (Low Income Cut Off numbers after tax)
  • Age category of 18+ for Recreation credit, and 25-59 for transit pass)
  • See website for more criteria

Recreation & Culture Credit

  • If approved, a $350 credit is placed on your Perfect Mind account (non-refundable)
  • Eligible programs: Admission to City of Thunder Bay recreation facilities, coupons, paid in full memberships, facility rentals and
    recreational programming
  • Ineligible programs: programs eligible for PRO Kids support, programs not purchased through Perfect Mind registration system
    (eg. drop-in programs, food/drink items) and gift certificates.

The City of Thunder Bay offers grant programs to non-profit organizations and individual artists.

This program includes 3 categories: Project Grants, Operating Grants and Sustaining Grants.
